Placements Northwest Manager Grade 12 (£44,697  - £48,549)

37 Hours Permanent Post

Bolton Council is seeking to appoint, on behalf of  23  North West Local Authority Children’s Services Departments, a new Placements Northwest Manager.  The successful candidate will ensure Placements Northwest acts as a strategic commissioning service which supports the development of sufficient placements for Looked After Children and Care Leavers across the North West.  This exciting opportunity will allow the successful candidate to lead the implementation of a refreshed approach to delivery of the service, shaping and establishing a regional approach to collaborative placements commissioning which is fit-for-the-future.

Key areas of work include the implementation, management and effective review of appropriate commissioning mechanisms to secure sufficient volume and quality of fostering, residential, specialist education and Supported and Independent Living Services placements.  The postholder will enhance the use of information and intelligence on the cost and quality of services and their impact on outcomes for Looked After Children and Care Leavers, including those who are adopted.

The successful candidate will also establish Placements Northwest as a focal point for coordination of effective relationships between key local, regional and national partners in placement commissioning and provision.  Facilitating and contributing to sector-led improvement and regional development, the postholder will identify and disseminate good practice to build sustainable commissioning capability and expertise.

Applicants should have a detailed understanding of the breadth of issues impacting on local authorities relating to LAC placements and a comprehensive knowledge of legislation, regulations and statutory guidance relating to children's placement services.

You should hold a degree or equivalent and have either a recognised management qualification or be able to provide evidence of continued management and professional development at a senior level.  You should also have a minimum of 3 years’ management experience in a Children’s Social Care related service.

Whilst the post will have a base in Bolton , the nature of the role is such that  a willingness to work flexibly across the North West region is a must.

Interviews for this role are scheduled to be held week beginning 10th September 2018
