Start Well Facilities Development Manager

Bolton Start Well Service are looking to appoint, an enthusiastic and efficient Facilities Development Manager to take responsibility for the management of premises, resources and relevant support staff.  You will work  both strategically and operationally to ensure the efficient running of the Harvey Centre and multi-site centres as required.

The role is responsible for developing and coordinating the Start Well Premises Management Plan and to direct and oversee relevant projects to ensure the best possible environment for children, families and professionals.

The post is responsible for overseeing health and safety compliance and involves undertaking risk assessments as required. The role line manages the work of relevant support staff to create a high performing team which is responsible for, and anticipates, the needs of the service and provides timely and effective support.

The role manages the financial implications of relevant areas to ensure that the service derives maximum benefit from its budget and generates income in partnership with the relevant service managers. 

The role operates between 7am and 9pm to meet service needs, including occasional weekend working across multi-site building therefore the post is designated an essential car user.

You will have considerable experience of managing premises, people and projects, with detailed knowledge of health and safety, statutory regulation and best practice for site and facilities management.

You will be an experienced project manager with a detailed understanding of business planning and performance management approaches. You will also have a knowledge of external funding mechanisms, including grants and traded services. 

You will be a team player but also a strong leader with the ability to influence stakeholders and develop colleagues including successful line management experience of facilities staff.

You will be a highly self-motivated individual who is able to work with minimum supervision with well-honed organisational skills and possess excellent ICT skills.

Bolton Council has recently established the Start Well Service following the integration of its Early Years and Childcare, Children’s Centres and Family Support Teams and is working closely with partners to implement the Greater Manchester Start Well Strategy and Early Years Delivery Model.

The post will play a vital role in helping us to do deliver our transformation programme and you’ll join the team at an exciting time when the Council is seeking to reshape and join up service provision with our partners, as we look to better meet the needs of, and deliver successful outcomes for children and families.

This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification.
