Bolton Council is seeking to appoint, on behalf of  23  North West Local Authority Children’s Services Departments, a new Placements North West Commissioning Officer. This role will assist the Placements North West Manager in ensuring that  Placements North West acts as a strategic commissioning service of sufficient placements for Looked After Children and Care Leavers across the North West Region

This post will play a vital role in delivering Regional Commissioning and developing placement sufficiency. You’ll join the team at an exciting time when Placements North West is delivering a challenging programme, which will better meet the needs of, and deliver successful outcomes for, children and young people.

Key areas of work will include collating and analysing data from multiple sources relating to need, demand, market performance and quality, translating this evidence base into options appraisals and commissioning recommendations. A good understanding of purchasing systems to contribute to the ongoing development and redesign of commissioning mechanisms is essential, ensuring that collaborative priorities of quality and value for money are met.

The post holder will identify and disseminate good practice to build sustainable commissioning capability and expertise further supporting continued sector led improvement..

The successful candidate will work as a member of a dynamic regional team and have the ability to project manage, organise own workload and prioritise tasks in order to meet deadlines.
They will have the skill to network, form partnerships and lead a range of different groups, including the capability to negotiate, influence and resolve conflicts.
They will be able to demonstrate an understanding of legislation, regulations and statutory guidance relating to Children's Social Care and  Placement Services; including knowledge and practice of outcome-based commissioning.

Applicants should have a detailed understanding of the breadth of issues impacting on local authorities relating to LAC placements. With a demonstrable understanding of the operation of Children's Social Care Services, and excellent all-round communication skills, you’ll plan prepare and write reports.   You’ll also need well-developed networking and influencing skills to build relationships with internal and external customers.

Applicants are required to hold a relevant commissioning, contract and procurement qualification or be committed to gaining a relevant qualification within 3 years.

Whilst the post will have a base in Bolton , the nature of the role is such that  a willingness to work flexibly across the North West region is a must.

Interviews for this role are scheduled to be held week beginning 18 or 25 March

This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification.
