About You and The Role

We have an excellent opportunity at Bolton Council due to the strategic expansion of our Corporate Property team.  The Council has established a brand-new organisation structure that is designed to deliver service across the portfolio to best effect for years to come and being core to delivering on the Strategic Asset Management Plan (SAMP). 

 

Through managing assets used across the Council services, it underpins service delivery of all the directorates, and is therefore positioned within the Corporate Resources directorate.  Approximately 1,700 assets are managed across the borough, from highly iconic civic buildings to Council-owned commercial use properties and other assets used for the benefit of the community. The Corporate Property service is a key enabler of Bolton’s impressive regeneration programme and is involved in a wider portfolio of capital projects currently valued at over £50m. 

 

The service manages close to 4,500 helpdesk calls a year relating to staff and elected members’ usage of the facilities, while externally managing approximately 350 rent renewals per year, and pursuing the strategic disposal of assets where approved under SAMP.  All in all, Corporate Property is the home of many exciting pursuits with a remit that is central to Bolton Council’s success in supporting residents, businesses and visitors across the borough.

 

The Corporate Property Service Manager reports to the Assistant Director for this service.  In taking up this role you will be joining into a high-performing group, with the customer at the heart of everything we do.  This is a management level role, providing a great opportunity to contribute both strategically and operationally. 

 

Your responsibilities will range from performance managing service delivery from third party contractors (e.g. on facilities and estates management), maintaining excellent relationships, while ensuring that customer requirements are always fulfilled.  You will be responsible for customer communications for the Corporate Property division, and also champion the resolution of any significant service issues.  You will also be at the heart of long-term strategic work, with one example being the establishment of a range of new service provider contracts to support the Council, and another example of being at the heart of a PFI project.

 

You will be based in Bolton’s prestigious Town Hall, although some remote work will be possible to help with flexibility, and you will also periodically be on-site at various locations in the Council’s property estate.

You will need:

 

·       Experience of strategic and operational service delivery, including third party contract and vendor management for third-party delivery of services.

·       Professional Level 6 qualification in a related discipline and extensive experience relating to service management and contract management, e.g. Service Management, Estate/Asset Management Surveyor, Valuer, Building Surveyor, Facilities or Programme Manager.

·       To be a true customer champion.

·       First-rate communications and influencing skills.

·       Team spirit, tenacity, and focus on delivery!
