Essential Requirements: current valid driving licence, Qualification – Degree Qualified and either Chartered with a relevant Institution or working towards 

 

The Role:

Bolton Council are seeking an experienced Highway Asset and Development Manager to lead the Asset Management, Bridge design, Development and highway adoptions and Strategic Transport functions of the Highways and Planning Division.

 

The highways of Bolton, together with the associated bridges, structures, lighting, and all other related equipment represent the Council’s most valuable asset, estimated to be worth £1.3bn. Maintaining this asset in good condition and in a fit for purpose state is essential for the wellbeing of those who live, work, invest and visit Bolton.

 

Having a well maintained and efficient highway network encourages inward investment, aid the transport of people and goods within, across and beyond the borough, while an attractive highway network can assist in improving the environment for local communities and improve the quality of life.

 

The post holder will provide leadership to the service area, including the management and development of professional, technical, administrative and operational staff and act as a key member of the Highways & Planning Division’s Senior Management Team.

 

Responsibilities include:

 

·       Leading, developing and delivering an effective, efficient and safe Highway Asset Management Service with responsibility for strategic transport interventions, the management of the Council’s bridges and highway structural assets, Section 38 adoptions process and identification and delivery of strategic projects and associated civil engineering works.

 

·       Ensure the condition of all the Borough’s bridges and structures are maintained and intervene with maintenance on a risk-based approach.

 

·       Lead on the development of strategic transport interventions / policy / plans and the adoption of new highway network and associated assets, ensuring construction is undertaken to design standards.

 

·       Act as the Council’s specialist within the service area and provide advice and direct management of programmes and projects of a complex nature and act as Technical Approval Authority for the Council / Highway Authority.

 

·       Lead on adoptions of all new highway assets and manage a team that work closely with developers to deliver construction to standards and policy required.

 

·       Develop and review the Council’s Highway Asset Management Policy. Manage Assets on a risk- based approach.

About You:

The successful candidate will have significant leadership experience in the relevant areas and demonstrate experience of management of the disciplines of asset management, bridges and structures and development management.

 

You will represent the Highways and Planning division, working collaboratively across the Council and Greater Manchester, and drive continuous improvement and innovation that delivers added value within an inclusive and supportive environment.

 

You will manage financial and commercial aspects of highway asset management activities,
adopt a customer service approach, both in development and delivery, and have financial and budget management experience.

 

You will have the ability to lead on service planning for work areas and develop and monitor performance indicators ensuring delivery of the Corporate and Departmental Plans and demonstrate the values and behaviours of the Authority.
